Research On Social Mobilization In Public Crisis

Public crisis is always symbiotic with human society.The government has a lot of manpower,material and financial resources that cannot be compared with any other organizations,but we must realize that relying on the power of government is not enough.Crisis coping ability in society cannot be ignored.The government should mobilize the whole society,if we want to the whole society to participate in the governance of public crisis situation,it is necessary to form a government-led,social coordination,government and social co-operation of public crisis social mobilization system.First,the government plays a leading role in social mobilization,on the one hand,the government implements legal norms for social forces,on the other hand,the performance of the government train social forces to participate in mobilization.Second,social forces are in a synergistic position in social mobilization,on the one hand,social forces participate in crisis disposal,on the other hand,social forces should grow up fast.Third,the government should build a public crisis social mobilization mechanism.In the case of increasing social risk,Public Crisis Social mobilization faces many theoretical and practical dilemmas.This paper analyzes the plight and reason of social mobilization of public crisis,and puts forward some countermeasures and suggestions.First,we introduce the concept of public crisis and social mobilization,and analyze the role of social mobilization in public crisis.Second,combing the current public crisis in the social mobilization of the difficulties faced,In terms of government guidance,there is aproblem that attention is paid to the mobilization of the system and the neglect of social mobilization,and the lack of social mobilization.Social forces to participate in social mobilization capacity are insufficient,social organizations,enterprises and other social mobilization power lacks of capacity.From the aspect of cooperation and mutual assistance between the government and the social forces,there is a problem that the social mobilization lacks procedural norm,the problem of social mobilization is different,and the social crisis mobilizes the problem of disorderly participation.Furthermore,this paper analyzes the reasons for the social mobilization problem of public crisis.From the government side,changes in government functions lag,public policy tools to choose a single.From the perspective of social forces,the reason is: Social organization internal governance is not good,the enterprise own management mechanism is not perfect,the social organization degree is low.The main reasons for the social security system are: the construction of legal mechanism is incomplete,and the cooperation mechanism is not perfect.Finally,we must adhere to the government guidance,play the role of social forces,and build a public crisis social mobilization system.This paper concludes: it is necessary to speed up the reform of the government administration system,to achieve social management innovation,but also to uphold the dominant position of government mobilization;It is necessary to play the role of social forces,but also to grasp the appropriate principles of social mobilization;It is necessary to build a social system to cover the whole society,but also to ensure the orderly participation of social mobilization.Establish a scientific and feasible crisis social mobilization mechanism system.
