A Study On The Guidance Of Chinese Government To Network Publish Opinion

In the era of "Everyone is a microphone",out of concern for the real events and a sense of identification,the public often expresses personal opinions on the web.When the network views based on the common interests spread continuously and then form a consistent tendency to the views,there will evolve into the network public opinion.In recent years,China's network of public opinion gradually fades on the surface,but in fact,is undercurrent surging.On the one hand,the Chinese government makes a further effort to strengthen the control of the Internet,positive energy topics begin to win the right to speak in the field of public opinion,and the network public opinion momentum has slowed down.On the other hand,network security,the invasions of Western hegemonic culture in the network public opinion,and the highlight of the problem in ideological field of public opinion,have to arouse our attention and vigilance.In this regard,General Secretary Xi Jinping pointed out that in the new situation the government should strengthen network governance,regard the online public opinion work as the focus of the propaganda of ideological work,maintain network security,and create a clear atmosphere of the network environment.This paper takes the guidance of our government on the network public opinion as the research object,based on the domestic and foreign two overall situations faced with the current network public opinion,using literature research method,case analysis method and interdisciplinary research method,aimed to explore a feasible path of universal applicability for government to enhance the ability of network public opinion.This paper is divided into five chapters.Chapter one expounds the research background and significance,the literature review at home and abroad,and the research thought and methods of the paper.Chapter two,through the elaboration of the three basic concepts of "government","network public opinion","network public opinion guidance" and three basic theories of government function,network governance and administrative environment in public administration discipline,clarifies the research subject and theoretical foundations.Chapter three analyzes the current situation,problems and causes of the network public opinion guidance,indicating China has made certain achievements in guiding the work of public opinion on the network,but there are still problems,as we 11 as the causes of which involve lack of awareness,lack of capacity,lack of professional personnel,the imperfect system,and the poor-implementation of strategy.Chapter four summarizes the successful experiences and shortcomings of our government in the guidance of network public opinion through the analysis of the government's guidance on the network public opinion in the cases of Ningxia "1.05" bus arson and Sichuan Lu County student crash,which provides a reference for the government to guide the network public opinion.Chapter five,according to the problems in the guidance of the network public opinion and the lessons learned from the case analysis,puts forward that the government should make a sense of self-guided guidance,enhance the effective guiding ability,cultivate the professional guide talents,improve the network public opinion rating system and build Matrix layout to enhance the government's guidance in the network public opinion.
