Research On Environmental Governance In Beautiful Rural Construction

The construction of "Wild China" is inseparable from the construction of " Beautiful Rural Construction".In the Beautiful Rural Construction,environmental protection is an inevitable problem.With the unbalanced development of our society,China’s rural environmental pollution caused widespread and becomes more and more important,rural environmental governance has become a major problem in China’s environmental governance,rural development,environmental pollution on the economic and social well-being and satisfaction of farmers have brought negative effects can not be ignored.Therefore,the study of environmental governance in the Beautiful Rural Construction is an important issue that we should deeply explore.Current situation of environmental governance in Fanchang County of Anhui province in the Beautiful Rural Construction as the research object,the main research methods are literature research method,survey method,case analysis method etc..In the field survey is carried out at the same time,combined with some foreign on rural environmental governance,the literature,as well as domestic Jiangsu and Zhejiang province,international environmental governance in rural South Korea and Japan in the typical case,analysis of existing problems and causes of environmental governance in the Beautiful Rural Construction,and from the way of cooperative governance,proposed environmental governance Beautiful Rural Construction the countermeasures and suggestions.Cooperative governance is the process of cooperative management of public affairs,that aims to achieve and enhance the common interests of the community,to cooperate among the various main bodys(government departments,private sector,the third department and individual citizens)to jointly exercise public power in the interdependent and interdependent relationship.In the process of environmental governance in the Beautiful Rural Construction,the main bodys of governance includes government,rural residents,enterprises and environmental protection organizations.This paper analyses the relationship between the main bodys in the path of cooperative governance,put forward three principles of environmental governance in the Beautiful Rural Construction,namely multi main bodys cooperation principles,governance means diversity principle and dynamic governance principles of governance.Under the three principles,give full play to the government,rural residents,businesses and environmental groups and other governance bodies of their own advantages,the government actively innovation,change the concept of environmental governance and evaluation system,give full play to the leading role,introducing the market mechanism of rural environmental governance,establish a compensation mechanism for environmental protection in rural areas,rural environmental pollution control market seek diversified financing channels,increase rural environmental governance,the source of funds.A sound legal system of public participation in environmental governance,enhance environmental protection publicity and education efforts and achievements,the legal guarantee of other bodys participate in governance,enhance the environmental awareness of rural residents,promote the main bodys for rural environmental cooperation governance participation.
