Research On The Construction Of Beautiful Countryside From The Perspective Of Synergetic Governance Theory

Since“beautiful countryside”was proposed at the 18^thNational Congress of the Communist Party of China（CPC）,great progress has been made nationwide to accomplish the goal of this theory.Even better effort has been put into this process after another theory,which is titled with“accelerate the reform of ecological civilization system,build a beautiful China”,was proposed at the 19^thNational Congress of CPC.This is because building a beautiful countryside can not only improve the living environment of"dirty,disorderly and poor"and the bad social atmosphere,but also increase the income of local farmers and bring up the satisfaction and happiness of the local crowd.This research focused on a village called Youzhaping in Yidu city,which is one of the top 100 towns and cities in China.Located in the South-West corner of Yidu,Youzhaping used to be a village with poor infrastructure,poor collective economics,backward industrial development and low income for locals.However,it has been turned into a beautiful and livable village,despite its lack of advantage in location,culture and economics development.Hence,this study aimed to look at this village as a prototype in order to offer referential suggestions for other villages in the same situation across China on building a beautiful countryside.This study analysed previous research articles on the beautiful countryside theory,and sorted out the research background,research meaning,previous studies both home and abroad,relevant concept and theory.Based on the working experience and field study of author in towns and villages,three questions（lack of participation,insufficient labor force and limited funds）had been discovered to have hindered the achievement in building beautiful countryside in this village.After the analysis of the causes using the theory of cooperative governance,a series of factors has been found.Firstly,the uncooperativeness between subjects.Problems can be summarized as the subjects in the process of building beautiful countryside have different aims,unequal powers and inadequate awareness of cooperative governance.Secondly,the unsuitable industrial structure.This is mainly seen in low profitability of traditional agriculture,the unstable development of new agriculture and the insufficient effort of the grassroot organization on improving the industrial development.Thirdly,the limitation in progressing.This is primarily caused by the difficulty in funding,delayed social management system and ineffective autonomy.In the last section,to make improvements in building beautiful countryside in Yaojiadian Town,the following suggestions had been proposed based on cooperative governance:cultivate and develop multi-subjects,increase the willingness and ability of engagement of subjects,raise the awareness of the cooperativeness between subjects;strengthen the support from the system,expand investment channels and perfect the land using system;adopt‘three governance’and create a new model of governance.
