Research On The Plight Of Public Welfare Position Operation In China

The public welfare position is a livelihood project that our government innovates to solve the problem of employment of vulnerable groups and maintain social stability.More than 10 years,with the continuous exploration and improvement of governments at all levels and increasing public funds investment,the development of public welfare position and the number of employees have reached a certain scale.However,with the change of economic environment and social structure,there are many problems and contradictions in the operation of the system,such as policy lag,low pay,unable to exit on time and so on.Solving these problems is essential to promote the development of public welfare position.Firstly,this paper introduces the background,significance,current situation of domestic and foreign research and the public welfare policy of some provinces and cities.In order to explore the operation of public welfare post system further,this paper analyzed the data of a province of human resources and social security association of public welfare posts on the part of the provinces and cities in the public welfare jobs,and conducted a field interview of the public welfare staff,practitioners and other social person,According to the statistical analysis of the data and the results of the interview,it is concluded that the System of public welfare jobs at present the treatment of low,cognitive bias,the employees can not competent for jobs and enroll and exit mechanism is imperfect and so on.The emergence of these problems is the financial pressure,policy development and implementation of the deviation,the lack of exit mechanism and the legal mechanism is not perfect and so on.Finally,the reform trend of public welfare post system is put forward.This paper starts from the reality,put forward two reform roads,one is to continue to implement the system of the existing public welfare jobs,the key is to strengthen public welfare positions and personnel management;The second is to broaden the scope of public service system,the reform strategy includes reasonable investment in public welfare posts,moderately improve the welfare of public welfare posts,innovation and the introduction of multiple subjects procurement service mechanism,focus on changing the public welfare job awareness,establish a sound public welfare legal system construction.
