Study On Government Information Disclosure Mechanism From The Perspective Of Service-oriented Government

Government information disclosure is not only the content of building a service-oriented government,but also the essential points of developing political democracy,promoting citizen participation and building a service-oriented government.However,the current development has many problems in the process of government information disclosure and cannot solve practical difficulties,one of the most obvious is the information disclosure mechanism is not sound,how to make use of the concept of "service-oriented government",perfecting the mechanism of government information publicity,to promote the development of our country government information disclosure work and obtain the results really becomes a problem worthy of studying.This study is divided into four parts:The first part is the introduction: on the basis of confessing the background and significance of the topic,systematically sort out the previous research results,determine the starting point of the research,further refine the research ideas,and explain the specific research methods in terms of the key and difficult points of the research.The second part is concept definition and logical interpretation.It defines four concepts: mechanism,government information disclosure,government information disclosure mechanism and service-oriented government.It holds that public demand is the driving force of service-oriented government construction,information disclosure is the inherent requirement of service-oriented government construction,and mechanism optimization is the internal fit point of service-oriented government and information disclosure.The third part analyzes the current situation of the government information disclosure mechanism from the perspective of service-oriented government.Then it analyzes the existing problems from the three dimensions of top-level design,constituent elements and operation execution.Finally,the analysis concludes that there are three major reasons for the problems: the public concept relying on administrative culture has not been shaped,the public structure relying on management system has not been fully formed,and the operation system relying on public channels has not been fully established.The fourth part is to improve the optimization strategy of information disclosuremechanism from the perspective of service-oriented government.Secondly,establish a seamless scientific architecture system from the three dimensions of establishing a regular information disclosure standard system,a platform information disclosure online system and a high standard information disclosure quality control system.Finally,the efficient operation mode of the trinity is constructed from the three dimensions of supervision and guarantee,legal restriction and internal motivation.The conclusion is that government information disclosure itself is a deepening process from the perspective of practice and theory.In concept,we should cultivate a good administrative atmosphere of the government from the perspective of service-oriented government,establish the concept of public demand-oriented,and cultivate the administrative purpose of serving the people.At the mechanism level,improve the working process of government information disclosure from the theoretical,structural and operational levels,so as to promote the development of government information disclosure.
