With entering a new historical period,The Central Committee of the Communist Party has put forward new and specific requirements for deepening the reform work.As an important component of the government department,the Ministry of public security according to the in-depth research to tease out the content,put forward to deepen the reform of public security comprehensive 1 framework and 3 supporting scheme,the total plan for deepening the reform of public security.Under this background,in the purpose of solving agency institutions set up too much,cross departmental functions,repeated police distribution too scattered to form a joint force of the status quo,A City Public Security Bureau of the Guangxi Zhuang Autonomous Region is the first implementation of the "big department system,big police classification" human resources management system reform,and enhance the overall ability and level of the target.This article takes the reform of human resources management system of public security organizations as the research object.Firstly,it introduces the related concepts of human resource management in public security organization,and the the difference between human resource management in other types of concepts and human resources management of public security organization,and the concepts of system optimization principle,the corresponding principle,hierarchy of needs theory and human resource management status quo of China’s public security organizations.Secondly,through the introduction of the practices and experience and results of "big department system,big police classification" human resources management reform of A City Public Security Bureau,combined with the SWOT analysis method to analyze the feasibility and prospect,we can summarize the theory of human resource management and universal reference value.Finally,starting from the angle of the public human resource management,according to the theory of human resource managemen such as system optimization principle,and the combination of theory and practice from the point of view,I put forward the focusing system optimization,adhering to people-oriented management,establishing and perfecting suggestions to improve incentive mechanism,perfecting the training system,strengthening the concept of competition to improve the reform of human resources management system of A City Public Security Bureau.
