In recent years, the Wenchuan earthquake, Yushu earthquake, Zhouqu mudslides, Ya'an earthquake, Ludian earthquake and other devastating natural disasters occur frequently. China suffered tremendous damage because of those natural disasterAs the first obligation of government to participate in natural disaster relief, dominant, it plays a crucial role. In this process. Being the supplier of the public service as well as the manager of the public affairs, government play an important role in natural disaster relief. The limitations of government itself restrict the effective and comprehensive of natural disaster relief. With the development of civil society, how to effective taking part in the natural disaster relief and playing the NGO advantages, is becoming an important part of disaster mitigation in the current situation.Based on the recent natural disaster relief case, particularly through the classical case of NGO in Ya'an earthquake relief, the paper demonstrates the features and benefits of NGO involved in natural disaster relief.Overview the whole process of disaster relief, such as the stage of emergency relief, transitional resettlement, reconstruction, NGO show its effectiveness, contribution as well as shortcomings and inadequate. By analyzing the main reasons of those problems and learning from the successful experience of foreign countries, combining with China's reality, the paper proposes some suggestions,which included to strengthen the NGO self-construction, to ensure NGO participation in disaster relief though the legal way, reshape and consolidate the social and cultural value system, NGO actively participate in community-building for disaster prevention and mitigation.
