Research On Problems And Solutions Of Non-governmental Organizations Involved In Natural Disaster Relief Work

The civil society and democratization are growing rapidly under the background of economic globalization and social transformation, with the change of government functions, the degree of citizen participation in the rescue and treatment of natural disasters is gradually deepened. To help the people in natural disaster relief work in a more effective way, they should be integrated with certain organization. China’s non-governmental organizations rooted from civil, close to the masses, with public welfare, the advantage of flexibility has gradually become the carrier of volunteers to participate in the natural disaster relief work and become good helper of the government departments to deal with the natural disaster relief work.Since the government departments shall be used as the main force in the natural disaster relief work, as a result of the natural disasters occurred frequently, in the face of the complicated disaster relief demand grow gradually, just rely on the power of the government cannot reach the ideal assistance effect, non-governmental organizations is necessary to use their own advantages as a social and public voluntary, and actively assist government departments to carry out disaster relief work.2008 is a famous year to China’s NGO. After the occurrence of WenChuan earthquake, a large number of China’s non-governmental organizations emerged and work actively in disaster relief. They show natural disaster relief assistance in transporting and offer emergency supplies, help deliver disaster information, and help the vulnerable groups suffered out of the disasters and also play a role as the people’s psychological doctor. They energetically assist government departments involved in disaster reconstruction, showing excellent disaster emergency rescue capabilities. Although the number of non-governmental organizations is strong, their volunteer enthusiasm is high, overall level of organization is not so perfect, lack of professionalism, lack of sustained relief, social credibility is decline.Therefore, hoping to use the method of literature research, case research, comparative analysis and other methods to discuss the present situation of the non-governmental organizations in the natural disaster relief work, specific analyze the roles and functions of the non-governmental organizations in the natural disaster relief work, and then try to discover the existing problems exposed in non-governmental organizations’natural disaster relief work and try to analyze the reasons behind the problem, then put forward effective countermeasures.Using the NGO’s performance in hurricane Katrina disaster as a case, analysis of the characteristics and the role of NGOs in hurricane Katrina, and then try to work out why those NGOs can achieve positive effect in the rescue activities from the perspective of government departments and NGO itself. And after learning the valuable experience, put forward some efficient countermeasures and the suggestions to enhance the non-governmental organizations’ work efficiency respectively from the legal level, system level and self-construction level of non-governmental organizations, hope these achievements can do help to the disaster relief work in China and has a certain theoretical significance and practical significance.
