Research On The Problems And Countermeasures Of Women's Federations To Participate In Community Governance

With the deepening of China's reform process,the “small government,big society” social pattern is gradually formed with the transformation of government functions.In the era of social governance and public service subject,the cooperation between the government and the social organization has become an objective trend of social development.Therefore,in the new situation,various groups of people especially women's Federation at all levels to actively participate in social governance and community governance,not only can smooth the channels to reflect public opinion,the relationship between the party and the masses closely under the new situation,but also in the optimization of social governance system in the process,and establish and improve contribute to "Party leadership,government responsibility,social coordination,public participation" of social governance pattern.In order to improve women's Federation to participate in community governance level and the ability of this study,based on a comprehensive analysis of the research background and research significance and research status at home and abroad,the integrated use of literature analysis,empirical analysis,comparative analysis and other research methods,expounds the theoretical basis of the Federation of women's participation in community governance through the case;Study on the Hecheng District Women's Federation in Huaihua city to participate in community governance,summarize the reasons and analysis of women's Federation participate in community governance problems and are generated,so as to put forward countermeasures and suggestions to participate in community governance in China Women's federation.Through the case of Huaihua Hecheng District Women's Federation in community governance analysis,found that women's Federation to participate in community governance problems mainly reflected in three aspects,namely the lack of financial support,the lack of full-time personnel and women's Federation working behind three tails.Analysis of the causes,mainly lies in: first,the main external factors for women's Federation and the government function boundary blurred,the internal cause is the lack of capacity for women workers;secondly,the organizational structure of a single,lack of support;third,the lack of women's Federation and other women's organizations.According to the analysis of the problems and causes,combined with China's specific national conditions,analysis of countermeasures to improve women's Federation to participate in community governance ability from three aspects: one is the optimal level of community governance structure,to further rationalize the relationship between women's Federation and government,promoting women's Federation involved in grassroots democratic management;two in the women's Federation of self construction the level of women's Federation,to strengthen the construction of talent team,enhance the ability to understand the members of society and public opinion,to participate in community governance;three is the innovation of women's Federation to participate in community governance carrier level,to further strengthen the innovation of community governance,through undertaking projects,the integration of community resources,improve the community governance network.
