Study On The Petition Work In Duoshi

Petition work concerns the voice of the masses,social harmony and stability,esp ecially the grass-roots petition as a high incidence of petition work,should arouse our attention.Since the reform and opening to the outside world,the diversified changes in the interests of the parties have raised the grassroots level issue,raised a series of challenges for social governance and stability,and the reform of the petition system at the grassroots level is imminent.The concentration field duo Shi Zhen and work mai nly production and living(large area problems such as the recent),administrative beha vior(for example,a decision of the government or the relevant units have questioned)and policy changes(such as the implementation of 2015 to 2016 to carry out a wide range of land ownership and collective residential use rights)three aspects the main problem,the petition system is the problem of petition system,petition service and co mplaint channel.In order to fundamentally improve the petition service quality and eff iciency,we must reform the current petition system according to the above problems,and constantly enhance the procedure,rationality,pertinence and legality of the petitio n procedure at the grass-roots level.This paper is based on the basic theory of the pe tition system as the starting point,operation process and effectiveness of the current st ack stone town petition system is studied and the detailed knowledge,profound analys is of the main problems facing the grass-roots petition and the reasons.At the same t ime,in view of a series of present situation,the question and the reason research,pro posed to the basic level petition system reform,the way and the direction view and t he view.The author argues that the reform of grass-roots petition to do the following aspects: first,clear positioning of grass-roots petition;secondly,strengthen the legal s ystem and modernization;finally,further establish and improve the supporting system construction of grass-roots petition system.
