Study On Problems Of Petition Work And Countermeasures In Shenzhen

With the high-speed development of China's economic, our society is facedwith the transition from "universal benefit period" to "interest adjustment period".Many social contradictions show up, and petition becomes the preferred waywhen many people safeguard their own rights and interests. The nationalgovernment and Shenzhen local government pay high attention to the problemson petition and take several steps to resolve related disputes in order to maintainsocial stability. However, the petition work as a whole is still confronted withmany difficulties.This thesis studies on current situation of domestic petition work and localpetition work in Shenzhen as well as the existing problems, trying to find out afeasible solution to eliminate the difficulties faced with the petition work. Thereare four parts in this thesis: the first part outlines the development of the petitionsystem and relevant research at home and abroad, points out the academic debateover the abolition, empowerment or disempowerment of the petition system andelaborates the research methods; the second part introduces the current situationof petition work in Shenzhen, indicating that as the Special Economic ZoneShenzhen has taken many innovative measures on the petition work and madesome achievement, but there are still many problems; the third part collates thestructured interview and questionnaires, analyze the reasons resulting theproblems on the petition work in Shenzhen and the internal impetus/obstructionas well as the opportunities and stress in external environment; the fourth partbrings forward several measures that helps improve the petition work inShenzhen: first, continually enhance the economic development to perfect socialsecurity system; second, establish the judicial authority and set up the correctorientation for the petition function; third, accelerate the transformation ofgovernmental functions, reducing problems on petition; four, speed up thelegislation of the petition work; five, complete the establishment of petition teamand improve the quality of cadres; six, enhance social supervision to establishfair and transparent supervision environment; seven, strengthen propagating andtry to normalize petition order. The petition system needs to overcome the disadvantages inherited duringthe development in order to better address contradictions among the people,becoming one of the powerful methods to build socialist harmonious society.
