The Action And Strtegies Of Competition For Viliager Officer In The Process Of Village Emerging

Since Chinese government spared no efforts to promoting the new rural construction,lots of scholars also has paid much attention to countryside democracy in the village committee election.The experience of practice of election turned out that the democracy at the grassroots level could not accomplish in an action and it needed rather long time to bring democracy in rural society.The family influence,traditional thought,the existed structure,between town and village and between the two committees,and "Black Power"had a negative influence on the development of democracy and the village committee election.Based on the theme and my researching interest,the author had investigated deeply on the village committee election happened in Anlu city in Hubei province.The author took the village officer candidate named ZY as main respondents and some town cadres and put a research on them with unstructured interviews.On the basis of interview materials,the author tries to clear up the strategies took by the candidates ZY and analyze how the strategies was taken for the countryside election.The research showed that:the candidate ZY took different strategies in different periods.In the standby phase in election,the village cadres attached themselves to organization authority and asked votes for support based on genetic relationship.In the nominating process,the cadres tried to go canvassing and build personal relationship with colleagues to become candidate for village officer.In the electing phase,the candidates collected regnant votes to become the village officer.The rural social structure had a independent shaping influence on the strategies taken by ZY.In that social structure,the village administrative relations network and interpersonal network became the basis of the strategies taken by ZY and supplied the capital used for campaigning.From the perspective of position relations,ZY were both the"agent" of town government and the "protector" of general villagers by which the strategies were circled.What is more,reliance on administrative power in thoughts and tendency towards human ethics in behavior was the habitus in ZY which had important influence on his strategies.At last,ZY took advantage of different capital in different periods towards different objects and maximized its efficiency to become village officer.The practice in the grassroots field and strategies taken by the village cadres may put a negative affect on the countryside democracy.It decreases the efficacy of villager political participation and village autonomy,make the election laws and procedure as a mere formality,and hinders the development of village democracy.Therefore,it is necessary to clarify the rural structure and two-committee structure,make the village committee become a real autonomous organization,cultivate the autonomous spirit of villagers and develop the grassroots democracy based on the vulgar sources so that the strategies taken by the candidate can be a helpful tool towards democratic road.
