The Discussion On The Competition Of Rural Elections

Election as a political practice is the foundation of modern democracy. The election of village committee is an important part in the construction of socialist democracy. The competition in village elections has played a positive role in promoting the political culture in rural areas. At the same time, in recent years, the governments started to pay attention at the national level laws and regulations in this area and to get a summary for the good experience and ways in practice. The study on the situation of Village elections competitive and legal protection means has a promotion for socialist democracy and electoral system reform.In this paper, an introduction and four chapters was discussed on the subject. The forward has a brief introduction to the subject of this article. The first chapter described the meanings of competitive election, and clarified the difference concepts between the election and the village committee elections, and illustrated the essential feature of the electoral competition.The second chapter has carried on the inspection for the development course and legal origin of the rural competitive election. From the competitive election practice in village political organization of the Opposes Japan revolutionary base to the production of laws and regulations for the village commission election, the competitive practice proved the realistic foundation on the village commission competitive election. Inspecting the village commission constitutive law, we found that the villages have a competitive legislation foundation and a development space.The third chapter analyzed the competitive of the village commission. The paper introduced four kind of typical competition patterns, and summarized the competitive manifestation; finally analyzed the obstructive factors in village commission competitive elections.The fourth chapter explored the ways to safeguard the competitive village commission election. The legislation rules and regulations were the most important question, next suggested to violate the competition rule the behavior from the judicature, finally consummated necessary measure in the law foundation to safeguard the realization of election competitive.
