Study On The Three Parties In The Reconstruction Project Of The City Village

With China’s economic and social development,the rapid expansion of the urban population and the extreme scarcity of land resources between the contradictions increasingly sharp,the village changed rally in.But the transformation of villages involved in a wide range of interests,perplexing,and is a multi stakeholder game process,so difficult.For the reconstruction of the village,and many scholars carried out research work of a person with breadth of vision very fruitful.For the research focus and research from the perspective of different,these research work or concentrated in the discussion of the mode of transformation of villages;or concentrated in the reconstruction of the city village generated problem research;or focus on the Government’s role and function in the process of reconstruction of the urban village.These studies,some theoretical analysis and some case studies,different perspectives,different research object,research conclusion,to expand the horizons of reading,more helpful.This paper from a new perspective from the three main participants in the government and the masses,the development of enterprises of the project’s co efficient participation perspective,to solve problems in the reconstruction of the village.The research of this aspect is still less,expect to offer new ideas to help solve the problem of reconstruction of the village.This paper mainly adopts the literature research and the case analysis method,starting from governance and service-oriented government,Participation Democracy theory,analysis of the transformation of villages in the city in three mainly involved in the interests of the government and the masses,the development of enterprises and the parties involved in the process of project of.Through literature research,induction,analysis,data statistics analysis,interviews,questionnaire and other research methods,the specific case of the city village renovation analysis,pointed out the advantage of the parties involved in the project:first,find out the foundation,control the cost,the parties to the project are more confident.Second,by all parties on an equal footing and active participation,to protect the democratic rights of the parties the right to know,the right of supervision,reduce misunderstanding,to enhance the understanding,reduce suspicion,and increase mutual trust.Third,the participating party in the interactive process to establish mutual trust enhance the understanding,formation of a higher degree of consensus,which greatly accelerated the development of housing levy work;all parties involved in the presence of:first,government departments in villages project development in professional knowledge storage were not enough system.Second,demand and institutional participation on public rights consciousness,democratic consciousness rising is still a large gap between the protection of the rights of participation.Third,to move the masses pay less attention to the public interest.Fourth,a small part of the residents involved in the public interest in the dilemma of collective action.The crux of the problem:first,the transformation of villages involved in three major party interests’ imbalance.Second,national governance systems and governance capacity lags behind the requirement of social development.Third,the public legal participation and democratic rights are not well implemented.Fourth,the participation of all parties involved in the crisis of confidence caused by inadequate.Fifth,the public participation in the relevant aspects of the legal protection is not perfect.Sixth,the lack of civil spirit.Then take the problem as the guidance,put forward the measures to solve the problem:first,improve the laws and regulations,strengthen the cornerstone of legal protection.Second,deepen the ideological understanding,specific safeguard measures.Third,to cultivate the spirit of civil.Fourth,regulate the public participation in the network,from the media and other emerging media.
