| With the development of cities,more and more villagers in cities optimize the urban environment,revitalize land resources and increase the collective income of villages by implementing transformation.The transformation of villages in cities is a systematic project,which involves many interests.Different participants have different interest demands.The key to ensure the smooth and orderly progress of the transformation is to coordinate and balance the interests of the government,villagers’ developers and other stakeholders.However,the transformation of villages in cities,which could have benefited all parties,has been pushed forward slowly,even in a stalemate,due to the coordination of interests.This paper attempts to study the stakeholders in the transformation of villages in cities from the perspective of stakeholders and game theory.It uses case studies and questionnaires to analyze the interest demands,conflicts and coordination mechanisms of stakeholders in the transformation of villages in cities in Panyu District.And it conducts game analysis to find out the crux of the interest coordination mechanism,including four aspects.First,the different stakeholders have different dependence and control over the transformation of villages in cities.Second,the degree of trust of villagers directly determines their willingness to reform.Third,the imperfect security system leads to high expectations of villagers for compensation.Fourthly,the unavoidable nail households affect the progress of reform.The lack of an effective interest coordination mechanism leads to many conflicts.The low bargaining position of villagers leads to limited rights to participate in reform.Driven by interests and having common goals,the transformation of villages in cities has a cooperative game basis.The rational person mechanism enables the transformation of villages in cities to form a cooperative game as a whole.The stakeholders with more interests in cooperation use reasonable interests to compensate for the ones with less interests,that is,to transfer interests.At the same time,all stakeholders need to carry out effective communication and consultation to achieve cooperative game and mutual benefit.The government is the dominant player in the game and has legal and compulsory power.It can use its public power and administrative means,such as coordinating the distribution of interests to the villagers,avoiding the formation of interest alliances between the government and developers,and promoting cooperative games.This paper is based on the four principles of balancing economic interests and social interests,local interests and overall interests,immediate interests and long-term interests,established interests and dynamic interests.It attempts to build an effective interest coordination mechanism for the transformation of urban villages,and improve the corresponding policy guarantee suggestions from the government,villagers,developers and other stakeholders.We could improve the management service level of the government,enhance the participation and negotiation status of villagers,strengthen the guidance and supervision of developers.What ’ s more,we provide the basis for the government to formulate transformation strategies,and solve the dilemma of urban village transformation. |
