Research On Grass Government Procurement Of Public Service

Government purchasing of public services originates in western capitalist countries and is proved to be conductive to enhance efficiency by reducing cost and improving quality. It is based on new public management theory and also is required by the reform of the government system and a government of service.Compared with the western countries our government procurement is growing more and more important and needs to be improved. While compared with the big cities in the western China, the township governments need to improve the level of their government procurement.In the first place, this thesis presents related concepts and theories of government purchasing of public services and gives an introduction and summary on the theories of new science of public management and performance management.Through analysis on cases of Wagang township government, this thesis finds out three main problems, namely limited implementation fields, lack of drive, and lack of standardized methods for purchasing.In general,Wagang town employed a bottom-up strategy focused on initiative practice at grassroots level.Its performances are consistent with the social and economic development patterns of its government. Based on the study above,this thesis probes into the government procurement of public service in Wagang and comes up with five suggestions and measures, so as to offer reference to further development of government procurement of public service in W District.
