Research On Basic Level Administration From The Perspective Of Public Voice System

Only when the counties are governed well,can the world be stable;only when the villages are administered well,can the people feel peaceful.As an important part of a country’s administrative system,the basic level administration contributes greatly to or even directly determines the effectiveness of modernized administration.At present,China’s basic level administration is in transition from traditional form to modern one of which the conspicuous manifestations are contradictions and problems exist in the public voice system,which pose great threat to the administration system.The public voice system has become the measure of a country’s administrative level,which not only encourages the public to participate in politics,to express opinions,to supervise and to protect their rights,but also build a bridge by which the government can communicate with and fulfill the needs of the public.As a result,it’s of great importance to study the basic level management from the perspective of public voice system.This article choose county Q as a sample to study basic level administration by analyzing the problems of its public voice system in the past four years,which are:lacking credibility of basic level government,complicated social conflicts,unsuccessful villager autonomy,and blocked ways of the mass’s submitting complaints.On the basis of "polycentric governance",it comes up with an innovative way to administrate for basic level government,which is to stress the Party committees’ leading role,to increase the government’s ability of serving,to promote the development of villager autonomy,to expand access for the public to participate in political affairs and to rule according to the law The ultimate goal is to establish a collectively shared basic level administration system after taking advantage of all resources effectively.
