With urbanization accelerating, transportation becoming more and more convenient, on the one hand, we enjoy the sense of superiority of modern and the convenience of high-technology. On the other hand, we have to face some negative problems, such as traffic congestion, poor air quality and the haze of smoke. Thus, the concepts of "low carbon, environmental protection, green travel" and "sustainable development" are deeply rooted in the hearts of people. As a new thing, urban public bicycle service has its unique characteristics of low carbon, environmental protection, green, health and other irreplaceable advantages, which make the construction and development of urban public bicycle system become an important way to carry out these concepts. At present, the public bicycle has been put into use in more than 60 large and medium-sized cities in China, and great achievements have been made in many cities. But there are still many problems, Such as Public bicycle management model needs to be optimized, practice experience to be systemic analysis and so on.Based on the polycentric governance theory, the author mainly studies urban public bicycle management model in this paper, by drawing lessons from foreign advanced experience of different patterns, analyzing the advantages and disadvantages of different public bicycle management modes in Hangzhou, Shanghai and Wuhan and summarizing the existing problems. Taking the case of xi’an to make a detailed survey analysis. The study shows that the main problems of public bicycle system management includes manager is single, and the government and enterprises are main managers; the social organizations and citizens have no chance to take part in managing; operating procedure is unreasonable and it is lack of supervision. To solve these problems, this paper argues that the effective management to solve the above problem should be carried out from the horizontal dimension and vertical dimension. From horizontal dimension, the author divides the whole process management of public bicycle into supply, operation and maintenance and supervision four parts to solve the problems. From vertical dimension, the managers of public bicycle should include government, enterprises, social organizations and citizen. At the same time, by using effective rules to restrain, it will makes different subjects in different links play a corresponding role, so as to realize an effective polycentric management. |
