With the development of globalization, especially our country is in the period of economy transit and society transformation, there are lots of unstable factors which can give rise to crises in the areas of public security, healthy, transportation and municipal administration because of the keen competition, fast communication and the change in the global climate and ecologic environment. We can say public crises have become a normal state of our society development. The founder of polycentric theory, V . Ostrom believes the local government and other sectors can also play important roles in governing the commons besides the government. Though this theory comes into being on the basis of the governing of American commons, it can be taken use of in the governance of our country's public crises because this theory emphasis on the roles of all sectors and the self-governing. This article takes advantage of polycentric theory, taking regards government, the third sector, citizen and the media as the indispensability principal parts. By this way we can realize the poly-governance of public crisis.There are four parts in the thesis. The first part mainly talks about the connotation, classification and harm, at the same time analyzes the reasons of public crises and the problems in governance. The second part takes the "9.11" crisis as example, analyzes its reference on Chinese crises governance. The third part mainly talks about the requirements and effectiveness of the poly-governance bodies, such as government, the third sector, media and citizens. Finally, this article puts up with the ways of improving the ability of the governance bodies and puts forward the governance aim which is how to minimize the loss and realizes the social harmony and stability.
