To resolve the Disabled employment problem and attention to the disabled life safeguard is a important task of building a well-off society. In China, there still many deficiencies exist in relevant policy making for disabled employment, employment training management, job placement and other aspects, life safeguard for the disabled is still in the exploratory stage.Restricted by this group of their own conditions, also factors of social cognition deviation influence, it makes the disabled employment much more difficult. Solving the employment problem has an important role of increasing the disabled family economic income as well as improving the relationship between family members, it's also a booster to maintain social order stable, it's a sign of social justice.This artical takes the disabled in Meizhou city Meijiang district as the research object and samples. According to the research and analysis, the Meijiang Disabled employment has problems in three aspects, including the social security policy, employer and disabled persons themselves.First, the government job security policy is not sound, lack of supervision and management mechanism in policy implementation; Second, few job opportunities are offered to Disable by employer, also they can only get the jobs via narrow channels, some employer also had discrimination through disabled; Furthermore, disabled persons themselves have employment psychological barriers, educational level is low and lack the necessary labor skills.The causes of the problems mainly include: firstly, the disabled employment guarantee policy legislation starts late, legislative attention degree is not enough; Secondly, in order to avoid unnecessary trouble, emoyers don't want to set positions particular for disabled people,at the same time, the government offers few subsidies for employers who engages the disabled persons which makes the employers not willing to hire the disabled; Thirdly, the lack of the disabled employment counseling agencies as well as the lack of employment skills training system for the disabled.Therefore, this article puts forward proposals from three aspects, the government relevantpolicies and employers, also the disabled persons. Primary, to revise and perfect security policies relating to the disabled employment,guarantee disabled employment from system level and also employment education, training, rehabilitation and other services has influence on disabled employment; Second, increase subsidies to employers who hiring the disabled,strengthen the relevant employment policy propaganda, correcting the social prejudice from employers towards disabilities, using the mechanism of government leading the disabled employment service, guide employers to provide more positions suits disabled persons;Moreover, setup disabled employment psychological counseling agency, establish a comprehensive employment skills training system for the disabled, promote their employment capability.
