Study On Strengthening Legal Administration Mechanism Construction Of Town Government

As the most basic political power of our country, the township governments have the most extensive, direct and deepest relationship with the masses of people, especially mass people in rural areas, and they are also key links of real implementations and specific operations of party guidelines and policies as well as national laws and regulations. Management and service levels of township governments is in an increasing trend along with new round of political and economic reform as well as construction of honest and clean government since the Eighteenth Congress. Besides, the pace of functional transformation and construction of mechanism and systems are also constantly strengthened. However, there are still many problems in the process of promoting legal administration of township governments, this not only has influence on economic and social development of rural areas, but also it has influence on images of party and government as well as harmony and stabilities between parties. Therefore, strengthening construction of township governments' legal administrative mechanism is practically urgent.In October of 2014, law-based governance was firstly opened as important issue on Fourth Plenary Session of Eighteenth Congress. On this congress, deep promotion of legal administration and construction of legal governments were clearly defined, and General Secretary Xi Jinping put forward “four overall” strategies for the first time in the research, in which law-based governance is included in strategic decision of governing in the new period.As one of major bodies of implementations of law-based governance strategy, strengthening the construction of township governments' legal and administrative mechanism is practical needs and legal support of promoting development of economy and society, maintaining harmony and stability of grass-root society, serving the masses of people as well as building moderately prosperous society. This paper takes Qiu county X Town as a scenario to make an analysis of article ‘Decision on Promoting the rule of law on Major Issues'.The finding are township cadres ideological consciousness, the township government administrative phenomenon unauthorized ones, township government is not strict internal management and other major issues, The writer is going to discuss the solution of the problems mentioned from the following 5 aspects. Firstly, strengthening the rule of law Quality Construction about township. Secondly, clear township government authority. Thirdly, Township government should have a clear mandate to strengthen the laws and regulations, Forth, they have to improve the working mechanism of township government. And improving administrative oversight mechanisms are also needed.
