Research On The Application Of Electronic Administrative Supervision Mechanism In The Construction Of Clean And Honest Administration

For a long time, traditional administrative supervision has problems in methods and supervision mechanism, result in weak supervision.Anti-corruption is an important part of the party construction. Only if constructing clean governments scientifically, the problem of anti-corruption can be solved.It can prevent corruption effectively, improve the image of the governments. With the theory and technology of e-government, electronic administrative supervision can promote to construct a clean government scientifically, realize scientific supervision and comprehensive supervision. Its mechanism has three performances, which is consist of six electronic supervision systems. It can be divided into three parts: first,the mechanism of resk-prevention, including e-government open-up system, civil servants property online declaration system, electronic hearing system; second, the mechanism of power-running supervision, including electronic procurement system, electronic monitoring system; third, Accountability mechanism, such as electronic prosecution system.The thesis studies the mechanism of electronic administrative supervision in the application of constructing non-corrupt administration. Full text is divided into four parts. Firstly, paper states the background, reason of selecting the issue,the research significance, the literature review of the related studies and the innovation of the study. Secondly, the author deeply analyzed the functionality of electronic administrative supervision, including resolving problems of traditional supervision, the convenience of e-government and the related successful experiences of foreign countries in using it. Thirdly, elaborating present status of electronic supervision, including the introduction of six electronic systems. Lastly, the author proposes measures to complete themechanism of the Electronic administrative supervision in the application of constructing a non-corrupt administration, including establish a large database information system. The author realized that completing the mechanism of electronic administrative supervision is a long term and complicated project. It can not be accomplished without the participation of the government and whole society.
