In recent years, drug abuse, as well as the social problems caused by it, has become more and more serious, which has affected the construction of a harmonious society. It's also a huge challenge to the government public administration and the innovation of social management. Detoxification has been attached great importance to from the aspect of national security. The Anti-drug Law, which came into effect in June 1,2008, fixed the measures of voluntary detoxification, community detoxification, compulsory isolation detoxification, forming Chinese special detoxification system. Located on the east coast, Jiangsu Province enjoys a high level of economic development and social management. Faced with serious detoxification situation, we positively innovate detoxification concept and working patterns, ahead of others in the national detoxification. Effective exploration has been carried out, especially in compulsory isolation detoxification people returning to social service management.In view of this situation, and based on new public management theory, this thesis does a lot research on Jiangsu detoxification, especially on the present situation of compulsory isolation people returning to society and their service management. It's also based on the much experience gained by other developed countries. It analyzes the present achievements and problems, using new theories on the social innovative management system and public service to work out the avenues for constructing the management service system of compulsory isolation detoxification people returning to society, thus providing models for promoting judicial administration system reform and perfecting detoxification top design.
