| With the continuous development of economy and society,the comprehensive strength of grass-roots government has been continuously strengthened,and a number of economically developed towns have gradually formed.However,because the functions,responsibilities and powers of these economically developed towns do not match their development prospects,it is necessary to carry out the reform of power expansion through the reform of administrative management system.Some county-level economic and social management powers are granted.By optimizing institutional settings,reforming personnel management,straightening out block relations,and dividing responsibilities,authority acceptance and simplification of examination and approval are realized.Promote law enforcement and strengthen services,so as to enhance the governance capacity of township governments.Based on the theory of decentralization and modern governance,this paper takes Shaxi Town in Xinzhou District as the research object,analyzes the necessity and feasibility of Shaxi Town’s administrative system reform in economically developed towns,and further explores the problems existing in the construction of government’s governance capacity in the process of Shaxi Town’s power expansion reform according to the specific measures of its power expansion reform and the data analysis of visiting and investigation.The problems include: poor decentralization and acceptance of power,increased risk of rent-seeking and alienation of power,lack of legal protection for decentralization and use of power,and limited individual ability to exercise power.The analysis of the reasons behind the problems mainly includes the pain points of ideology and mutual interests,the blocking points of system and system construction,the difficulties of power supervision and guarantee,the blind spots of cadres’ comprehensive quality and service consciousness.Based on the experience of grass-roots government governance and power expansion reform at home and abroad,this paper puts forward specific countermeasures and suggestions: First,to unify the ideological understanding and consolidate the ideological foundation.Second,to reform the financial system and provide material security.Third,to improve the legal security and promote the legalization of reform.Fourth,to strengthen the system construction and improve the effectiveness of supervision.Fifth,to enhance the capacity of cadres and strengthen the team construction. |
