The non-public sector of the economy is an important part of the socialist market economy in our country, with the development of economic, trade unions in non-public enterprises set up and staff effective rights more and increasingly become a hot spot of trade unions at various levels and the society pays close attention to generally. However, China's Non-public Enterprises has scale is small, the organizational structure is not sound, smaller ratio of full-time cadres, greater mobility of workers and so on many problems, the legitimate rights and interests of trade union members to maintain effective, labor conflicts frequently. Therefore, at present, to improve the formation rate and the efficiency of the trade unions are important to coordinate labor relations, maintain social stability, and promote the healthy development of enterprises.Every area of the non-public enterprises union formation and operation has its own characteristics, Zhejiang Province is a non-public economic development, and development of the non-public sector of the economy of Zhejiang's GDP made a pivotal role. Based on the full investigation and study, mainly in Zhejiang province city, county and district of non-public enterprises to establish trade unions, trade union functions, trade union rights and other aspects of the contradictions of the crux of the problem through questionnaires and interviews conducted in-depth research, combined with Zhejiang Province in recent years, the construction of trade unions in the organization, security work, democratic management and labor protection work, legal work and other aspects of the relevant data to find out the non-public enterprise union organization construction and operation efficiency is not high reason, mainly as part of the local government, enterprises, trade union cadres and workers have the deviation of understanding the laws and regulations system is not perfect, the trade union organizations the problems of the role of lack of inner motivation.This paper attempts to problems in the establishment and operation of, accordingly put forward solving measures, including many enterprises to change, trade union cadres and workers of the ideological understanding deviation, optimize the external environment, to improve the external mechanism, innovation organization form and mechanism of clearing trade unions in the non-public enterprises in the role, improve labor laws and regulations, strengthen the basic function of the trade union, improve operation efficiency, promote the construction of system of rights, and mode of innovative methods of work, improve the social acceptance of the union degree.
