Since the reform and opening, with the rapid development of county economy, and the implementation of national strategy like the construction of the new socialist countryside and the strategy of balancing urban and rural,urbanization in China has made great achievements, and it has entered the period of rapid development at present. Some towns in our country in the east, its population and economic scale has exceeded the number of county-level cities and the prefecture-level cities in the mid-west.However, its current system has not adapted to the objective requirements of the urbanization for its further development, administrative division system is an urgent need to innovation, and to implement the transformation of the administrative system from the construction of villages and towns to the urban construction system. At the same time, the eighteenth national congress of the communist party of China putted forward the thought of strategy of new-type urbanization. The strategy of new-type urbanization stressed the need to adhere to the people-oriented, new-type industrialization as the driving force balanced principle and promote urban modernization, urban ecology, urban agglomerations, rural urbanization, enhance the urbanization quality and level of the path of scientific development, intensive efficient, socially harmonious, functional, urban and rural integration, medium and small cities and small towns coordinated development of urban road. The new urbanization strategy requirements the model of designated city should reflect the essential attribute of the city, reflect the people-oriented concept, reflect the construction of scientific and rational urban system, reflect the sustainable development of cities and towns. There are some non-adaptive for the China’s current model of setting a city to promote the new urbanization, but the municipalities directly under the jurisdiction of a country can reflect the basic ideas of the new-type urbanization. There has great significance for researching the reform of the municipalities directly under the jurisdiction of a country under the background of the new urbanization strategy. Therefore, with the development process of China’s cities system, reference the theory of administrative division theory, administrating of city-countryside separately and new-type urbanization theory, absorbing the advanced experience of the United States, Japan, France and Taiwan of China municipalities directly under the jurisdiction of a country city reform practice, The author analyzes the advantages and disadvantages of the reform of municipalities directly under the jurisdiction of a country in new-type urbanization, and put forward the idea about the reform of municipalities directly under the jurisdiction of a country.
