Take that into account, the author discussed the rationality of administrative division from the angle of economy promotion.First, understand research and related theories. On the basic of overview the relevant domestic and international research results, in accordance with the specific situation of Chinese reform of administrative division agencies to define the concept of reform and take new public management theory, the characters of aministrative division and principle of administrative division reformation, having set forth administrative divisions characteristic, evolution law, the principle reforming and the rationale reforming.Second, review history. Looking back the history of administrative divisi- on reformation of Hebei Province, and summarizing the outcomes of every reform. Systematic summary was conducted to the historical change of admini- strative division since the foundation of PRC. The present characteristics and main problems existing in the current administrative division system are summarized.
