In the background of deepening administrative system reform, we need to create an honest, pragmatic, efficient and high-quality sense of responsibility civil servants. in order to improve the administrative efficiency of the Government, Junior civil servants both directly face the masses, they are the ultimate concrete executor of national policy.Therefore, their productivity and enthusiasm in enhancing the national administrative capacity, local economic development, and government credibility improvement has played an extremely important role. This chapter mainly through interviews, analyzes and summarizes the work of the real status of junior civil servants and their inner needs, and junior civil servants analyze incentives problems to further analyze the reasons for problems. The third chapter is Y town of Linxia City junior civil servants incentive mechanism to improve suggestions.
