At present, the civil service incentives are increasingly been the focus, and effective civil service incentive mechanism will help the civil service management team in practice to play an active role in guiding theory. As the domestic incentives to civil servants and scholars to explore the issue and the research still in the theoretical mechanism, so this incentive through the use of relevant theory, previous studies based on the results of an empirical junior civil servants Dingnan Research, in order to build a set of incentives for junior civil servants, civil service reform for our country to provide a theoretical basis and empirical support, to stimulate the potential of grassroots civil servants to improve the performance of grass-roots government has an important research significance.This paper introduces the topic in the introduction part of the basis, significance, research methods, followed by the theory of incentives to civil servants were analyzed.
