In the study, the two mass disturbances caused by land acquisition and resettlement occurred in A town in Dongguan city which have been handled by public security organs were selected to research cases, through a comparison on the causes, relocates quantity, the frequency and duration of handling, sites, category violence, and power of dealing with emergency, results show that major problems of Public Security Bureau in Dongguan city in handling the mass disturbances caused by land acquisition and resettlement are included as follows:weak early-warning ability, weak ability of separation and coordination, the unreasonable use of police, and single work means. These problems have a direct impact on public security organs in handling mass disturbances and the development of mass disturbances. It is a long-term and multi-means task to promote the ability of handling the mass disturbances caused by land acquisition and resettlement of Public Security Bureau in Dongguan city, and the key is to improve the mechanism of multi-channel of handling mass disturbances, including perfecting the relevant laws, preserving the image of government and public security organs, perfecting predicting mechanisms and promoting the quality of public security officers.Public Security Bureau in Dongguan city provides a representative experience in handling the mass disturbances caused by land acquisition and resettlement, its successful experience and disadvantages is common in China. Hence, other cities can borrow its experience and strengthen exchanges of experience, and finally form a comprehensive and effective handling mechanism combined with local reality.
