| Socialism with Chinese characteristics has entered a new era,and reform has entered a deep water zone and a period of difficult challenges.The economic system,social structure and pattern of interests are facing profound changes.With the change and profound adjustment of the pattern of social interests,the unbalanced and inadequate development of all social strata has become more complex and acute,which has led to a series of social problems,resulting in mass incidents,especially non-violent mass incidents,still occurring from time to time in recent years.Mass event is the illegal gathering behavior of some groups to safeguard their own interests and obtain compensation through some extreme ways because of their common interests,which are characterized by confrontational,blind,large number of people and social harm.Once mass incidents occur,they will disturb the social order,affect the overall stability of the society,destroy the image of the government,and even affect the construction of a harmonious society.Public security organs,as a full-time organization to ensure social stability,maintain social order and protect public safety,are the core force in dealing with group sexual affairs.They are often at the forefront of the outbreak of incidents,face the most acute conflicts and contradictions,and even become the object of emotional catharsis for some participants in mass incidents.Therefore,the public security organs handle the work slightly improper will seriously damage the overall image of the public security team,affect social harmony and stability.The government has also done a lot of research on mass incidents,found a lot of problems,and put forward some practical measures and suggestions.However,due to the different development of different regions and different risk points,the proposed measures are relatively macro,and the application of specific details needs to be improved.On the basis of government research and combined with the mass incidents in recent years in Z city,this paper specifically analyzes two representative cases,namely the taxi blocking online car booking event and the mass petition event in a health valley.By using the theory of public crisis management,this paper deeply explores the problems existing in the handling of mass incidents by the public security organs in Z City and the underlying reasons.The specific problems include incomplete early warning mechanism,improper on-site disposal methods of police,insufficient on-site disposal capacity,insufficient standardization of law enforcement,inadequate measures for the aftermath of mass incidents.In order to better solve the problem of mass incidents the following suggestions are put forward: First,it is necessary to build an early warning mechanism with sensitive information and a sound system;second,it is necessary to actively do a good job of training the team for dealing with mass incidents;third,it is necessary to actively carry out law popularization education;fourth,it is necessary to improve the guidance of public opinion;fifth,it is necessary to take effective measures according to the situation on the scene.This series of reform measures will help our public security team to play the advantage of “fire fighters”,guide the good development trend of events,properly resolve and handle social contradictions,and maintain social harmony and stability. |
