In China, the major method to make arrangements for retired military officers is following the government commands. To some extent, the Official document Interim Measures for placement of demobilized officers that is jointly issued by the State Council and the central military commission in 2001 changed this single model and relieved the government’s pressure greatly. The publish document claimed to take the measures combined with following the plan allocation under government commands and choosing careers independently, and the measures have been proved to be effective later. Along with the development of socialist market economy, the Chinese economic system and political system transformed greatly. As a result of the developments and changes, especially after the more actions taken in streamlining government institutions and reforming personnel administration system, the conflicts in how to arrange for retired military officers became increasingly severe.It is indicated that the channel of plan allocation is getting narrower as well as the placements are too concentratedin few institutions;the dense arrangements like this created a common phenomenon that there are always redundant personnel in local governments because of accepting excess retired military officers; local government agencies overstaffed; posting over staff position to accept retired military officers become common; theservice system of self employment for retired military officers is immature, which makeit hard for them to find jobs or startup. If the retired military officers’employment problem cannot be settled down, not only it may constrain building of national defense and army, but also it would bring negative infect on local reformation and development or society stability. Thus, it is become a consensus to speed up the reformation of placement system of retired military officers.China has a large number of retired officers and uneven development in regional economy. The reform of settlement system for them should not be limited to adjustment of one specific policy, instead, should target building macroscopic settlement mode, improve the quality of "settlement by government" by leveraging the policy lever to mobilize extensive social forces to participate, expand the space of "settlement by market", thereby enhancing the society’s capacities of absorbing retired officers, and finally establishing a socialized settlement mode for retired officers with Chinese features.
