The Study On Management Improvement Of The Public Service Platform Of The Human Resourse And Social Insurance In S City

E-government is a combined product of government affairs and information technology, and a process to reengineer government progress,break administrative limits, advance organizational structure and improve public service. With the promotion of e-government, Gold Insurance Project is also penetrating. Meanwhile, as an important part of the project,human resource social security public service informatization construction was also mentioned on the agenda. As traditional management idea and mode are not applicable to new norms, the management is facing unprecedented pressure and challenges, therefore the central and local governments at all levels attach great importance to it, and formulate a series of policies to guide the optimization.In the past few years, the municipal human resources and social security department of S city made an active exploration in platform construction, practiced in planning standard, equipment configuration,network construction, application software development, and personnel training, thus accumulated some experience. However, public requirements are increased as the pace of civil rights consciousness, while problems are gradually exposed. To response to the policy, situation, and problem, S city should take the advantage of Gold Insurance Project(phase ii) to further optimize comprehensive management of the platform,set up the new public service concept, build a service-oriented government and guarantee security investment; to improve the organizational structure and management efficiency; to better platform management system and provide one-stop services; to strengthen talent team construction and safety management. S city should therefore lay a solid foundation for efficient social security public services and scientific decisions.The paper will conclude deficiencies of platform management, based on former theories and analytical research of S city. The paper will also propose optimization principles and feasible strategies for S city, by combining the service-oriented government target and new public service concept, and referring to foreign e-government affairs evaluation system.The paper may offer some referential experience of optimization for other cities.
