Study On The Food Safety Supervision System In China Under The Concept Of Flexible Supervision

Recently,the level of economic development has been rapid increase.In the same time,the people's living standards have been improved,people pay more and more attention to food nutrition and safety.However,the food safety supervision can't keep pace with the endless problem of food safety.October 2015,the history of the most stringent new "Food Safety Law" after the introduction,the construction of rigid government regulation system then on a new level.Food safety issues has distinctive characteristics of the industry,relying solely on government regulation is one-sided and inadequate.We need to start from the flexible regulatory system,firmness and flexibility to create food safety regulatory model.Flexible regulation is the inevitable choice to build a "service" government.The use of negotiation,motivation,guidance,and other third-party organizations,to achieve regulatory objectives while reducing regulatory costs more efficiently.At the present stage,there are still some deficiencies in the application of flexible regulation in the field of food safety supervision.First,the coordination mechanism between the regulatory authorities is not smooth.Second,the food safety risk monitoring system is unscientific.Third,the food safety risk assessment mechanism is not independent.Fourth,food safety information tracing mechanism is not comprehensive.Fifth,HACCP(Hazard Analysis and Critical Control Point)system is not in place.Sixth,the food enterprise credit file system is not perfect.Seventh,the industry association and the public participation mechanism lacks the corresponding safeguard measure.How to regulate the flexible supervision system in the field of food safety,and rigid regulation to achieve the best fit,it has profound practical significance.In view of the deficiency of the flexible food safety supervision system.In reference to the theory and practice of food safety supervision in developed countries,and combined with Chinese specific national conditions,I put forward the corresponding improvement measures.First,improve the comprehensive coordination mechanism of food safety.We can start with the establishment of authoritative food safety information management platform and build a smooth food safety information exchange mechanism.Second,improve the system of risk monitoring and evaluation.On the one hand,to build a new model of risk monitoring system,on the other hand,to improve the independence of risk assessment institutions.Third,the establishment of HACCP system,we must first strengthen the HACCP system legislation and secondly to increase the national financial support for the construction of HACCP system.Fourth,to speed up the construction of the food industry information system.To establish a food enterprise integrity file system,and improve the food traceability system,so that each food has a trace to follow.Fifth,to ensure the effective implementation of social supervision mechanism.The government needs to encourage and support the development of the food industry association.Regulate the operation mechanism of mass media,give full play to the role of news media supervision.Smooth channels for public participation,make the citizen public participation in food safety regulation is no longer empty talk.
