With the further development of China’s economy, and construction of new urbanization strategy, development of urban and rural pre-school have good opportunities. Strenthening the pre-school education in rural areas is related to the growth of hundreds of millions of rural children, but also to the future of the country and the nation. However, due to the impact of long-term China’s urban-rural dual structure, rural pre-school education has disadvantages and there is a widen gap to urban pre-school education, and it is an urgent need to solve this complex problems.In this paper, combined with the actual situation of rural pre-school education in Zibo City, we use the theoretical knowledge of public administration to analyze the problems of the development of rural pre-school education from the perspective of public administration, respectively, four aspects of policy implementation, management system and policy supervision in-depth to identify the problems of the traditional causes of rural pre-school education and relationship management. From the effectiveness of public administration, combined with the actual situation of pre-school education in rural areas, we proposed a rural pre-school grid management system based on construction the center of the township pre-school kindergartens to develop the rural pre-school education, try to deal with the traditionaladministrative management problems and drawbacks.The rural pre-school grid management system based on construction the center of the township pre-school kindergartens, and it aims to deal with the characteristics rural pre-schools such as spatial distributed, and scattered in small-scales, have a weak foundation, lack of educational resources and long-term investments, lower management level, etc. The model combines both parallel management and vertical management effectively, the level of control with comprehensive development, and balance the priority of the development of backbone nodes and branch nodes together, and develop an effective new model of grid management for the rural pre-school development. In this mode, the township pre-school kindergartens are the backbone node of three tier grid management. Meanwhile, many village or rural area kindergarten are as its branch node. In this system the construction of the township pre-school kindergartens is the core. We should put more public resources into a high-quality pre-school education in rural areas, and gradually turn it into rural pre-school education and scientific research centers, teacher training centers, information resource center and family education guidance centers. In this way, the township pre-school kindergartens can play its positive, guidance, influence and radiational role. While the whole system can not only maintain their respective advantages, but also collaborate with each other, and combine the characteristics of rural pre-school education’s uneven distribution, scattered layout features, and to effectively promote the development of rural pre-school education, it is in line with the development rules of the rural pre-school education.We use the preliminary results of the grid management study of rural pre-school education in Zibo City with innovation project "the establishment of pre-grid management mechanism" to carry out practice. The practice results show that the management system can promote the development of rural pre-school education and can extend to other rural area for application. The paper also summarize some practical problems and deficiencies existing in the process of project, and also discuss for further improvement of the system and future development.
