Design the relatively comprehensive and reasonable performance appraisal system in order to construct the incentive mechanism of civil servants salary. Only introducing the civil servant salary system performance wages, we can solve the problem in the wag e system of public servants wages serious equalitarianism, the lack of incentive, in order to mobilize the enthusiasm and initiative of grass-roots civil servants and improve work efficiency.In this thesis, the wages of civil se rvants incentive mechanism as the s tarting point, to the Hedong branch of the T ianjin AIC as the research object, the existence of the grass-roo ts civil servants salary system problems in the analysis, put forward the necessity and feasibility of the optimization of the grass-roots civil servants performance salary incentive mechanism, from the United States, Britain and France and other foreign civil servant salary system and combined with the successful experience of enlightenment. The basic situation of our country and put forward specific measures to o ptimize the grass-roots civil servants performance salary incentive mechanism. Design the civil servant salary system for the Hedong branch of the Tianjin AIC.
