Pulandian City industrial and commercial system as the local agency of Dalian industrial and commercial bureau, responsible for Pulandian City area’s enterprise stable, healthy, and the market order. In an increasingly volatile economic situation, how to better regulate, and promote the healthy development of the regional economy is faced with many challenges. A high quality team is to ensure that the necessary regulatory effectiveness, while a high quality team’s construction rely on effective training work.Cadres training of industrial and commercial system in Pulandian City as the research object, guided by the related theory knowledge, uses the questionnaire, interview, visit, observation methods and so on, in-depth analysis of the deficiency existing in Pulandian City industrial and commercial system’s cadres training work, and puts forward corresponding countermeasures.Through research, to redesign and improve the system of the cadres training has certain using value of reference for the future training work in Pulandian City industrial and commercial system. Specific as follows:First, through the optimization of the structure system of cadres training in Pulandian City industrial and commercial system, perfect the training needs analysis, planning, implementation and follow up for the various positions and levels. Make and learn organization’s internal training activities more rules-based, the workers can work according to their own needs and each position’s requires, and then improve the whole performance of individuals and departments.Second, understand the defects of cadres training function in the Pulandian City industrial and commercial system, the better the organic combination of training and organization development, more helpful for the future work. And the improvement of the training system can more effectively configure training resources, and avoid waste.Third, in the study of demand analysis system, the introduction of the organization, industry, cadres own demand survey, heightened demand analysis accuracy and make the training resources can be more targeted.Fourth, evaluation feedback system fully takes into consideration of the needs of both students and trainees, more targeted to training work of improvement in the future. At the same time, the training feedback channel also will be smoother; more easily achieve optimization and improve in the future.
