Studies On County Level Cadres Education Training Quality Management

Cadre education and training is one of the important work of the current party andgovernment cadres in the education and training of quality and its management hasbecome an important research topic in all levels of government in human resourcemanagement. Countries in the world have attached great importance cadre educationand training， the education and training of cadres at all levels as a response to all kindsof complicated international and domestic political and economic situation， to improvethe country’s overall governance， as well as an important means to serve the people inpower level. In our country， county level cadres education and training directly to thegrassroots government officials who in the region， the department， the unit chargedwith a number of management responsibility， the ability to create a nurturing servingthe people wholeheartedly， diligent and pragmatic， honest and clean high leadingcadres at county level quality directly affects the success or failure of city and countygovernment reform grassroots people， but also directly affect the ability of the level ofeconomic and social development of government services. In this paper， public humanresources development and management as a theoretical basis， from cadre educationand training system， the basic meaning of the quality of education and training andmanagement of cut， the historical development of the cadre education and trainingsystems were combing; county level cadres of the quality of education and trainingmanagement has defined the analyzed features， characteristics and its necessity. L cityand county level cadres to quality management education and training as a case in-depthstudy， discusses the current status of the city and county level cadres education andtraining of quality management; reveals the problems and causes of quality managementexist; final reason for the problem and make thinking countermeasures. Think we should strengthen the education and training of cadres idea; establish a soundmechanism to generate scientific program; teaching and training institutions to promotemanagement innovation; strengthen student style construction and management， andpromote the quality of education and training of cadres，performance evaluation，etc.，in order to make education and training of cadres at county level quality managementmore perfect.
