Study On Solutions To Conflicts In Law Enforcement Of Urban Management In Linyi City

Social public issues and social contradictions emerged with quick urbanization process development in recent years. Urban management came into being with reforms of administration law enforcement system. Contrasting to implementations of concentrated power of administrative punishment urban management relieved the issues, such as overlapping responsibilities and repetitive punishments, to some degree. Meanwhile, great achievements have been made in city managements. With the economic social development, the problems and disadvantages in urban managements, especially the conflicts in urban managements, led to various adverse effects on government image and damaged the social harmony and stability, which resulted in many resistances in law enforcement process and questions on its legality and reasonability. The wide public concerns have been caused about urban managements. The requirements had been presented at the third and fourth plenary session of the 18 th central committee of CPC that with the people-oriented principle and rule of law the administrative law enforcement of city administration should be straightened out and the capacity of law enforcement should be improved to enhance the credibility of government, which indirectly meant that serious problems were in law enforcements of urban management and reforms was imperative to be done.The present situation has been studied in the paper by surveys and questionnaire. Annual statistics and typical cases about conflicts in law enforcement in Linyi City have been analyzed and underlying causes of the conflicts, such as imperfect system, absence of legal guarantee, faultiness of public service, difficult enforcement conditions, outdated team constructions, biased law enforcement philosophy and great professional pressure, etc. have been found. Base on the above research and the theories of The Tragedy of Commons and New Public Service The effective solutions to the problems in terms of reality and mechanism were suggested, such as perfecting mechanism and legal system, enhancing coordination, strengthening service, innovation of the intention, enforcing supervision, people-oriented idea.
