Civil servants' health condition is closely related to the efficiency of howthe government is functioning and the quality of how it serves the public. Inrecent years overall health condition of Shenzhen civil servants has declined withmore diagnosis of chronic diseases especially a tendency of catching malignanttumors at younger age. More serious is their psychological condition. In order toguarantee civil servants' health condition, certain measures such as physicalexam and convalesce have been taken, but because we only depend on medicalservice and ignore other factors which affect servants' health, health promotingfacilities are not fully developed, and of course haven't fulfilled their purpose ofpromoting servants' health condition.Through literature research from three aspects: civil servants' health statusand influencing factors, health promotion theory and practice, and healthmanagement, the author has the basic understanding of the relevant research andpractical experience at home and abroad. Combined with the actual situation inShenzhen, the paper describes the status of the Shenzhen civil servants in healthpromotion from four aspects of civil servants' basic situation, health status,specific measures of health promotion and operational mechanism. By analogywith mechanical principle, from four aspects of the direction, focus, intensity,and reaction, the paper summarizes the problems of Shenzhen civil servants'health promotion. This paper has not only comprehensively analyzed the problemcauses through combining together theoretical analysis with data comparison,case studies, interviews and other investigation methods but also proposedrelevant suggestions to solve the existing problems.Through the research, I think the main problems lie in the fact that thedirection is not clear, the focus is inaccurate, security services are inadequate,civil servants are not enthusiastic participants and their health literacy isinadequate. The main reason is out-of-date concepts, poor sense of responsibility,insufficient policy supply, as well as lack of mechanisms and health supportiveenvironment. To solve these problems, new promoting plans should be set;medical service should be perfected; operating mechanism should be improved; medical education should be enhanced and environment good for health shouldbe developed.
