Through the investigation into each department and state of Gansu province, it analyzes the demand for emergency material, reserves warehouse and colligation management. Through analyzing the disaster relief and system construction in emergency material security of the state materials reserve system in gansu, it puts forward that must taking the distinctive method of developing emergency material security system, if the Gansu province want to provide a strong material security for coping emergency. The way is "depending on the state materials reserve system in gansu, with the provincial reserves as the key point, taking business reserves, production potential reserves, and adjacent provinces reserves for added". At the same time, according to the system's construction, it proposes three management principle and work mentality of "five walk".
