The No.16 document of the Central Military Commission was announced the《the project of the logistic headquarter deepen on troop's reform about the supplies, engineering, service and purchase》, in the whole army the material-purchasing system was promoted. After several years, the material-purchasing system is legalization, which increase troops' material-purchased efficiency and get the economic performance. But this is the supplies in usually time, along with the increases of various abrupt affairs dealed by the troops, the fast supplies is needed urgently. But general material-purchasing system was long time and managed badly, we need to decrease the procedure for the high-efficiency, dealing with abrupt affairs. Under the background, This thesis which makes the study on the construction of modern emergency material-purchasing system of PLA, expounds the significance,main contents,risk and relationship on the construction of modern emergency material-purchasing system of PLA, puts forward proposal on using INTER-NET to promote efficiency. The thesis aims to construct modern emergency material-purchasing system of PLA and guarantees the material-purchasing procedures and the economic benefit for the emergency situation which is conducive to any apartment's emergency material-purchasing.In the thesis, there are six parts on the construction of modern emergency material-purchasing system of PLA.
