Study On The Charity Organizations' Participation In Public Cultural Service Supply

Public cultural service supply is an important way to protect the basic cultural rights of citizens,enrich the cultural life of the people,inherit the traditional culture and promote the cultural innovation.Charity organization,as the third sector,has many advantages such as autonomy,public welfare and volunteerism,and plays an important role in the process of supplying public cultural service.With the implementation of the Law on the Protection of Public Cultural Services,charitable organizations have a solid legal basis for public cultural services.This article analyze three dimensions of the charity organization to participate in the public culture service: supply content,supply mode and supply effect.This paper takes Beijing Migrant Workers' Home as the case study,analyzes the present situation and problems of public cultural service by means of investigation,interview and questionnaires and analyzes the enlightenment of the future participation in public cultural supply,and finally come up with countermeasures and suggestions.This paper is divided into seven chapters.The first chapter systematically analyzes the research background and significance,domestic and foreign research status and carries out research review,and finally explains the research ideas,methods and research content.The second chapter defines the core concepts of social organization,charitable organization,public cultural service and public cultural service supply,and expounds the theoretical basis of public service theory,market failure and government failure theory and governance theory.The third chapter analyzes the necessity and participation status through the supply content,supply mode and supply effect.The fourth chapter is based on the case study of Beijing Migrant Workers' Home,and analyzes the participation content,participation mode,and participation effect and finally come up with the enlightenment for the development.In the fifth chapter,the problems and causes of participation are analyzed.According to the interview data of Beijing Migrant Workers' Home,the problems are attributable to four aspects: the lack of independence,the imperfect internal management mechanism,the imperfect policies and regulations,and lack of public cultural services professionals.The causes are attributable to four aspects: insufficient development,lack of professionals,imperfect training mechanism and imperfect evaluation mechanism.In the sixth chapter,according to the problems and reasons analyzed above,the countermeasures are put forward from the four dimensions of internal management and external credibility,government policies and regulations and diversified public cultural service participation environment.In the internal management,the charity organization should establish a standardized internal management system,broaden the sources and channels of organization,and attract and train professional personnel.In the public credibility of the external organizations,the organization emphasize the establishment of organizational information disclosure system,strengthen the network information disclosure capacity and improve the organization of external supervision system.In terms of improving the relevant government policies and regulations,public organizations should be encouraged to participate in public cultural services and should optimize the government to purchase public cultural service system,improve the public organizations to participate in public cultural service evaluation incentive mechanism.In the optimization of public cultural services to participate in the environment,the government should promote public culture and public cultural services,and promote the in-depth integration of network technology and public organizations and public cultural services and establish the public cultural services special funds.The seventh chapter summarizes the research results of charity organizations participating in public cultural service.
