Study On The Development Of Culture Industry In Baqiao District Of Xi'an

Culture Industry has become an important engine for national and regional economic and social sustainable development as a sunrise industry in the 21 st century.The 18 th National Party Congress clearly pointed out that the cultural industry should become a pillar industry of the national economy.In recent years,the rapid development of Culture Industry in Xi'an,especially the establishment of the Guanzhong-Tianshui Economic Zone and the proposal of "One Belt One Road," has highlighted the important position of Xi'an.As one of the main urban areas of Xi'an,Baqiao District is rich in natural resources and strong traditional culture.The district Party committee and the district government has established the development concept that "culture is the soul",and take Culture Industry as the leading industry.Therefore,the considerable development of Culture Industry has a very important significance for Xi'an Baqiao District.This paper mainly adopts empirical research,using the relevant knowledge theory,focusing on the applied research of Culture Industry.First of all,the paper starts with the general research of Culture Industry,introducing the connotation of Culture Industry,the general situation of Baqiao district,the theory of cultural consumption,cultural industrial structure and cultural industry layout.Secondly,article analyzes the basic situation of the Culture Industry development in Baqiao District,and it can conclude that there is a series of problems during the development of Culture Industry in Baqiao District,such as the serious waste of resources,the integration and development is not enough,brand awareness is not strong,the Culture Industry chain is not formed et.al.These problems can be attributed to the old ideas,Insufficient capital investment,lack of integration of resources,a serious shortage of talent.Thirdly,through the analysis of the practice model of Shanghai,Tianjin,Qinghai and Bilbao,Uji,Nantes and other domestic and international urban Culture Industry development,we can draw the successful experience for developing Culture Industry: excavating own characteristics,integrating resource,innovation carrier function,and protecting the ecological environment.At last,through the analysis of the above problems and the experience at home and abroad,we propose the basic countermeasures to develop Baqiao District Culture.Combined with the advantages of Baqiao District and the present situation,to develop Baqiao District Culture Industry,the strategies that combing the resource-based Culture Industry and Creative Industry,adhere to the "government-led" and "outstanding Baqiao characteristics" and "create a unique brand" and "the establishment of a diversified industrial system" for the development path,and actively create " three,two with a circle," the new pattern of Culture should be taken.Meanwhile,we also proposed the related security mechanisms that providing people with financial,material et.al.
