Research On Protection System Of Intangible Cultural Heritage For Government

Since the 18 th National Congress of CPC,the Central Committee and the State Council pay close attention to cultural development and make a series of strategic deployment.The local governments at all levels provide the manpower,material supplies and financial resources to the cultural development.Intangible cultural heritage is a part of the excellent Chinese nation culture,which carrying five thousand years history of Chinese civilization.The protection of intangible cultural heritage has gained a lot,but still faced new problems.This thesis makes a research on the government in protecting intangible cultural heritage,with literature analysis,interview method and questionnaire.Firstly,the thesis makes explanations for culture,cultural heritage and intangible cultural heritage.Secondly,it analyses the general state of the protection of intangible cultural heritage and makes a summary of the achievements.Thirdly,it compares the problems in protecting intangible cultural heritage,which provided by analyzing a typical case named Xiuwu County in Henan Province,with the problems occurred in other places.Xiuwu County has been entitled National Cultural Advanced County for its cultural development.Then the thesis makes a summary of the general problems in protecting,such as lacking of the professionals,lacking of the budgetary funds or special funds,low protection awareness,unsound internal governance mechanism and imperfection in the rule of law.At last,the thesis offers solutions with a theoretical and practical analysis,such as cultivating traditional bearers and professionals,widening channels for introducing funds,promoting the awareness of participating in protecting,establishing a sound internal governance mechanism and improving the quality of the rule of law in protecting.Research on the protection system of intangible cultural heritage for our government,is essential to do the protecting well and carry forward the Chinese civilization.
