During the last three centuries B.C.,the Roman Republic expanded its territory to the entire Mediterranean world and established Rome's dominating status in military and economy.Meanwhile,the management of such a large territory requires the development and update of the system.The system which Roman used in the domination of overseas areas is generally referred to the Provincial Administration System.Besides,the Client Kingdoms System also is included.It is no wonder that the research for the institution of overseas management is necessary.In the process of the study,attention should be paid to that the “Provincial Administration” in the Republic is not a complete concept because it had not begun to form until the Empire.The main research direction of this paper is to explore the Rome's management method for the places which are outside the Italy and had never been tried to manage before by Rome.This article is divided into four chapters.The first chapter is divided into three sections.The first section mainly discusses the Roman Confederation System which was used in Italy peninsula by Rome.The result shows that the Provincial System and the Confederation System are two different kinds of system,the Provincial System had learned and developed the Confederation System.The second and third sections mainly introduce Roman's attitudes toward provinces and the specific process of the formation of the provinces,which provides a macro historical concept for the following research,and further helps the author to understand their management system of province from the Roman perspective.The second chapter is divided into four sections.In the first section,the basis of the governor's power,the way of appointment as well as tenure are introduced,and how the roman government control the governor.Both an analysis for the pressure borne by the governor and a detailed classification for the institution that could supervise the governor are made.The main content of the second section is the composition of the administrative institution which is headed by the governor,including official staff and the staff chosen by himself.The third section mainly discusses the governor's responsibilities.Since some researchers have already studied the different types of the cities in province,the paper discusses characteristics of provincial city management from the macroscopic angle in the four section.The third chapter is divided into two sections.The first section focuses on the allocation of the provinces between 178 B.C.to 169 B.C.,which is helpful to the research on the allocation of Rome early overseas provinces.The second sectionanalyzes the situation of consular provinces in the late republic,including the date at which consular proceeded to their provinces after Sulla,and the significance of the first of March and the thirteenth of November in provincial appointments.Chapter four focuses on the Roman Client Kingdom system.Firstly,it discusses the condition of client kingdom in the Republic and the relationship between the Roman Republic and the Client kingdom.In the end,evaluation for the system of the Client Kingdom is made.
