Policy Research On Promoting The Development Of Cultural Industry In Fuzhou City

Cultural industry is recognized as a global "sunrise industry","12th Five-Year" period,the rapid development of China’s cultural industry.The development of cultural industry has become an important means to change the mode of economic growth,and promote the reform of the supply side.As a famous cultural city with a history of more than 2000 years,Fuzhou has rich cultural resources,with good conditions for the development of cultural industries.After the continuous development in recent years,the cultural industry has become one of the pillar industries in Fuzhou City.However,in the process of the development of cultural industry,also exposed many problems,industrial strength is not strong,the unreasonable industrial structure,cultural resources do not fully exploit the potential of cultural consumption to be excavated and many other problems need to be solved.This requires the government to play a regulatory role,through the development of appropriate public policies to regulate.This article through to Fuzhou city cultural industry policy research,analysis of the effect of policy implementation,the existence of defects.For the local government to develop cultural industry related policies to provide reference.First of all,this paper describes the status of cultural industry research at home and abroad,the definition of cultural industry and industry classification,for the follow-up study and analysis to lay the foundation.Secondly,this article from the Fuzhou City cultural industry development status,analysis of the cultural industry problems.Based on the research of cultural industry policy,found with the development of cultural industry,the existing cultural industry policy exposes the imperfect management system,the lack of financial investment,investment and financing policies to be innovative,personnel training and introduction of policies need to be further strengthened and other defects.Again,this paper adopts the research methods of literature analysis,field investigation,data statistics,with reference to the experience of cultural industry policy at home and abroad,such as Losangeles’s investment diversification,inclusiveness of the city culture,the cultural tourism development of equal emphasis on protection and development in Beijing,Taiwan set up a special cultural industry management institution and policy experience,methods to solve the defects of current cultural industry policy.Finally,based on the above analysis,combined with the actual situation of Fuzhou City,this paper puts forward some suggestions on the development of Fuzhou’s cultural industry policy,namely the establishment of a special cultural industry management departments,increase the financial investment,strengthen tax policies targeted,strengthen intellectual property protection efforts,increase the cultivation of cultural industry talent and the introduction,development local cultural tourism.
