Research On The Influence Of Policy Tools On The Development Of Cultural Industry

Cultural industry is an emerging industry with creativity as its core and culture as its connotation.It is known as a sunrise industry and a green industry.Based on the important strategic position of China’s cultural industry and its unique attributes,the state and local governments have been developing and using relevant policy tools to control and support its development in recent years,and these policies have promoted the rapid development of China’s cultural industry to a certain extent.However,it also exposes problems such as unbalanced regional development and chaotic cultural market.Obviously,many policies did not bring the desired effect.Therefore,how to scientifically measure the impact of policy tools on the development of cultural industries and choose appropriate policy tools to promote the healthy development of cultural industries has become an urgent focus of research.This study is based on configuration theory and the theory of policy tools,chose the national 31 provinces,autonomous regions and municipalities directly under the central government as a sample,the cultural industry policy is divided into mandatory,voluntary and mixed three kinds of policy tools,based on the analysis of the text content and policy on further subdivided into nine kinds of policy tools as a condition variable,select the unit at the provincial level the added value of cultural industry as a result of a variable.fs QCA3.0 software is used for qualitative comparative analysis to study how the combination of different policy tools affects the development of cultural industries in the sample provinces.It is concluded that there are a total of 21 positive and negative policy combination paths affecting the development level of cultural industry,and there is an asymmetric relationship between the two analysis results.The research shows that the development of China’s cultural industry is not determined by a single policy tool,but influenced by a variety of policy tools.Secondly,the combination path of cultural industry policy tools in China is diverse,but also presents some common points: the comprehensiveness of policy tools is positively related to the development level of cultural industry;The coercive policy instrument is the basic and key policy instrument;The policy tools of development planning and special fund support are most commonly used and effective.The lack of compulsory and voluntary policy tools is the main reason for the low level of cultural industry development in most provinces.Based on the above analysis,this study summarizes three policy paths conducive to promoting the development of cultural industry,which are comprehensive path,mandatory + voluntary path and mandatory + mixed path,among which the comprehensive path has the highest coverage and is the most effective path.Moreover,policy suggestions that can effectively promote the development of cultural industries in various regions are put forward to promote the sustainable and healthy development of cultural industries,including emphasizing the use of two policy tools: development planning and special fund support,strengthening the use of voluntary policy tools,and focusing on the combination of policy tools.
