Sh(?)mei (?)kawa was an important personage in the history of statism thought of modern Japan and civilian fascism thinker.At the early Taisho period,he disseminated Asianism,which was the support for the expansion of Japanese Empire in Asia.After the First World War,he thought problem of Japanese society hindered the achievement of Asianism.So he started national innovation movement,which aimed at overthrowing party politics and establishing “Moral Country” that based on Tenn(?) system.This paper is the analysis of Sh(?)mei (?)kawa's “Moral Country” theory,to dissect Sh(?)mei (?)kawa's national innovation movement and Asianism.For the purpose of dominating Asia and contending for hegemony with the antagonism to western,Sh(?)mei (?)kawa put forward “Moral Country” theory to summarize the structure of oriental civilization which was based on his maliciously explanation of Chinese Confucianism and Indian religion.That is the improvement of moral promotes the development of society.He used his theory to demonstrate that the character of Japanese civilization is a community,which founded on Shintoism taking unity with monarch and people as core.Tenn(?) system with monarch and people untied is a kind of “moral”.Problem of Japan's society is from westernization based on utilitarianism and personalism,which conflicts with the “moral” of Tenn(?) system.Therefore he objected to capitalism,democracy and party politics,which became the backset against Taisho Democracy.As for the foreign concept,Sh(?)mei (?)kawa expressed Asianism by “Moral Country” theory.Japan set up Greater East Asia Co-Prosperity Sphere for the “revival” of Oriental traditional ideology.Oriental “Moral Country” theory was the principle of Greater East Asia Co-Prosperity Sphere.In fact,it is the sophism for glorifying the invasion of Asia.
